The FA Charter Standard
The FA Charter
Standard Clubs programme, supported by FA Community Partner McDonald's, was
launched in February 2001 and is a core component of The FA Football
Development programme. The project is aimed at children under sixteen years
old and will help them and their parents to find a club in their local area
that meets FA standards.

REFFLEY YOUTH - F.A. CHARTER STANDARD CLUB 2004
REFFLEY
YOUTH F.C.'s AIM AT THE BEGINNING OF 2004 WAS TO HAVE IN PLACE ALL THE
CRITERIA THAT WOULD ENABLE TO CLUB TO APPLY FOR THE F.A.'s CHARTER STANDARD BY THE END OF THE YEAR.
INDEED, THE APPLICATION WAS SUBMITTED TO NORFOLK COUNTY F.A. IN
SEPTEMBER AND THE CLUB
WAS DULY AWARDED THE STANDARD BY THE FOOTBALL ASSOCIATION IN NOVEMBER 2004,
BECOMING THE 28th YOUTH FOOTBALL CLUB IN NORFOLK TO ACHIEVE THIS
QUALITY STANDARD.
THIS IMPRESSIVE ACHIEVEMENT WAS AS A RESULT OF THE HARD WORK AND
DETERMINATION OF THE
MANY PEOPLE IN THE CLUB WHO CONTRIBUTED TO THE COMPILATION OF THE SUCCESSFUL
APPLICATION DOCUMENT.

STANDARD PRESENTATION EVENING

Basic Criteria for achieving Charter Standard Club (Junior Teams U16 and
below) status
The FA, in conjunction with various bodies, has drawn up the following set
of minimum criteria which clubs must fulfil to become a Charter Standard
Club:
- Written constitution;
- Annual accounts (3 years);
- Self-certified screening of managers, coaches and
officials;
- All managers to have minimum of FA Level 1
Coaching Award;
- Insurance;
- Commitment to attend in-service training;
- Acceptance and promotion of Codes of Conduct for
players, coaches, parents and officials;
- Adoption and implementation of the FA Child
Protection Policy, where one person will have attended the FA Child
Protection workshop;
- Commitment to provide Mini-Soccer opportunities
for Under 10's;
An Equity Policy to show a commitment to promote
equal opportunities for all in the club.
Maintaining
the Charter Standard Award
- The Norfolk County FA Football
Development Team will provide Clubs with support and assistance to
maintain their Charter Standard Award.
- The award is a national kite mark.
- All clubs must maintain criteria and
meet minimum operating procedures.
- All Clubs must commit to attend
in-service training.
- All Clubs will have planned and
unplanned monitoring visits.
- If Clubs fail to maintain these
commitments, the Norfolk County FA will impose a Three Strike System,
which could ultimately lead to the withdrawal of the Charter Standard
Award.

CRB Checks
It is very important that
every coach has a CRB Check.
It is also very important
that every person who has access to children has a CRB Check.

Available
All Charter Standard Clubs
can apply for bursaries via Norfolk County FA.
